The Council of Ministers, at its 16th meeting in Kinshasa (in 2025; the report read does not give the date), adopted draft regulations for a continental transit guarantee system and an AfCFTA transit document, which the Secretary-General describes as groundwork for a single bond guarantee across the continent. The Secretariat and Afreximbank finalised a regulatory framework for the scheme, based on COMESA's. The next phase, engaging national stakeholders, financial institutions and insurers, had not been reported on in the sources read; whether any consignment has moved under the scheme was not found.
