Regional transmission pricing: compensation between grid operators, not a cross-border tariff

In December 2019 ERERA approved regional transmission access procedures (PAUSTE) whose tariff table for point-to-point service is an annual template for the operator to fill in and ERERA to approve; every cell in the published table reads 0.0000. On 19 March 2026 ERERA adopted a new methodology, effective that day, under which no cross-border tariff is applied. Instead, the national systems whose networks carry cross-border flows are compensated by those that cause them, through a party designated in each control area, on amounts the regional operator proposes and ERERA approves each year; national regulators pass the amounts through national tariffs. ERERA approved the procedure for applying the methodology the same day. Neither document says how the 2026 methodology relates to the 2019 point-to-point tariff.

The methodology requires an ERERA resolution each year approving the net amount each compensation party pays or receives. No such resolution was found in WAPP's document library on 26 October 2026.
