Transport corridors and border posts

Which rules and facilities at the main Southern African corridors and border posts slow goods, and which reforms are underway?

Many cross-border investments depend on moving goods through a neighbour's ports, railways and border posts, under rules neither the investor nor its home government controls.

What the records cannot yet show, including how much trade each blocker holds back, is gathered in one place: evidence limits.

Truck crossings at Beitbridge took about two days on average in one week of July 2026

The constraint

A trade-press report of a weekly corridor report gives an average crossing time of 46 hours for 20 to 26 July 2026, with worst-case waits approaching four days. South Africa's Border Management Authority placed the cause on the Zimbabwean side. A SADC news item gave three to six hours for clearance in February 2025; that is a different measure and the two are not reconciled. Records: Beitbridge crossing times

RegulatoryInstitutionalSouth Africa

Private trains are contracted but not yet running, and the Act's rail access chapter is listed as not yet commenced in the version read, though the regulator itself is in force

The constraint

Eleven private operators concluded access agreements in May 2026. Operation Vulindlela targets their first operations for early 2027, and Transnet's infrastructure manager told them they would enter "a network that had been neglected". The Act's rail access chapter, which would let either side of a failed access negotiation refer it to the regulator, is listed as not yet commenced in the Law Library's commencement history (checked 26 October 2026), although the regulator was established on 1 April 2025 and a further part of its chapter commenced on 1 April 2026. That text predates the Amendment Act reported signed in March 2026, which was not read, so a later commencement cannot be ruled out. Common challenges and opportunities

Connections between countries, each with the evidence it rests on and what it does not establish.

Joint action or dependency

South Africa has named a bidder to rebuild its side of Beitbridge, with construction at some ports expected to start late in 2026 or early in 2027, and the Border Management Authority expects the work to allow a one-stop border post. In July 2026 the same authority placed the cause of truck queues on the Zimbabwean side. If that is right, crossing times depend on both governments, and the South African works alone would not settle them.

What the evidence establishes

(1) A constraint exists: a trade-press report of a weekly corridor report gives a 46-hour average crossing in one week of July 2026; the report itself was not read. (2) The redevelopment is expected to improve efficiency and coordination with neighbours: the BMA's statement. (3) How much crossing time the works would save: unresolved.

Joint action or dependency

Both sides of the Lebombo and Ressano Garcia crossing are to be rebuilt. Mozambique broke ground at Ressano Garcia in August 2026. South Africa named a bidder for Lebombo in April 2026 and expects construction at some ports to start late in 2026 or early in 2027; no source read says work at Lebombo has begun. Both statements describe a one-stop border post, which by the Mozambican description means completing both countries' procedures at a single facility. A one-stop post therefore needs both governments, and the sources read do not show that the two projects are coordinated.

What the evidence establishes

(1) No constraint at this crossing is recorded here: no crossing-time figure was read. (2) Each government's project is expected to allow a one-stop model: the BMA's statement and a press report of the Mozambican launch. (3) Any effect on crossing times: unresolved.

Evidence limits

What the records do not establish, said once here rather than on every claim. Coverage says what was read; the lists say what it leaves open.

Coverage

Seven records. Five are on South Africa's side or at Beitbridge: open access to freight rail, the transport regulator, private participation in ports and rail, the land ports of entry partnership, and crossing times at Beitbridge. Two are on Mozambique's side of the Maputo corridor: the Ressano Garcia border post and the railway to Maputo. Sources are Operation Vulindlela reports, the Act, a government news report, a SADC news item, a financier's project page and press reports. No Zimbabwean reform is recorded, no Mozambican government document was read, and the Walvis Bay and North-South corridors beyond Beitbridge are not covered.
